"Americans don't like the industry" seems to be a very true statement; thus the random repetition of unsupported factors.

Natural gas does produce NOx, however there are good and relatively cheap technologies that can be used to clean emissions (i.e. SCR and SNCR). NOx is produced at much higher rates in coal fired burners than natural gas.

Remember, this is while Toyota's global sales have dropped 10% over the last year, something that has NEVER happened. Tens of thousands of employees have been laid off. The Washington office generates no revenue, and from that org chart it looks huge. And everybody in DC makes big money – $100k+ at a car company, where most workers are in the $40-50K range.

So this slide deck is presented to management every year to defend headcount and budget, and justify their existence to a bunch of engineering-driven Vice Presidents who don't want to have to pay all these lobbyists so much money. And everyone else at the company is taking cuts.

But "Oh – please don't do that to us!" Those mean Democrats will attack us!" "They just don't understand engineering (like you brilliant Toyota senior executives)!" "We really need every person on that chart, and they all need a lot of money for travel and entertainment! Really! "

So please don't understand this deck as a political statement. It's just typical, self-serving internal politics at work here.
